Current Reporting Requirement(s):
Washington’s three investor-owned utilities (IOUs) are required to file annual reliability reports that are consistent with an Electric Service Reliability Monitoring and Reporting Plan that is required by the UTC, and updated periodically (WAC 480-100-398). The UTC generally allows the utilities to propose what reliability statistics and information they prefer to report, provided that the UTC approves; Commission rules state several minimial requirements, like the maintenance of historical reliability reccords for a minimum of seven years. Other UTC decisions may place additional requirements upon the IOU (e.g., a merger approval; tariff case). In practice, the three IOUs most commonly report SAIDI and SAIFI, with some also reporting CEMI (Customers Experiencing Multiple Interruptions), CAIDI, and CAIFI.
